Directions for use

Work small amount into a lather, or use a sponge for best results. Gently massage all over body, and rinse. For hands, lather and work through hands for 30 seconds, then rinse.

Chances are there wasn't collaboration, communication, and checkpoints, there wasn't a process agreed upon or specified with the granularity required.
